It's not really a leveling system. It's a horizontal expansion system called Masteries. Masteries are broken into expansions. The core game has it's own masteries. Path of Fire has it's own. Living world Seasons are part of specific expansions, so Path of Fire and Season 4 of the living world are the same masteries. Same with HoT and Season 3.

Explore the map, do events , hearts vistas and points of intrest. Don't just sit in place and grind mobs . You can get food buffs that will give you extra xp same for utility items . Some of the yellow mobs can give you more bonus xp if they have been alive for a long time. PvP and Wvw reward tracks give items that can give you 1 lvl up .
That said, since expansion hero points are 10 hero points each, that means you'd only need 25 hero points to unlock a new elite spec. 25 hero points is a 2 hour hero point run through HoT or PoF. It shouldn't be that big a deal. Edit: As for gear the 80 boost gives you celestial gear, which isn't the best but isn't bad for a lot of classes as well.
If you check the points tree of Mech or other new elite its the same with the old elite spec,so its 250! In case you dont know it,you can get the points really fast from WvW ventor,only thing you need is to have Proofs of Heroics or Testimonies of Heroics!
The hero points in core Tyria only give one point. In HoT you get 10 points as well, but the hero challenges are harder and sometimes even require a group.I bought both when I returned as a player since my archer was only like lvl 15. Got him up to 80 now with the boost. I have one more boost left.

If it's the same as the other classes, you get 398 hero point for leveling. That's ~80 point to max a normal trait line + skills, assuming they are all bundled together and equal weight. (They probably aren't since Invocation doesn't have a legend tied to it). You could easily max 2-3 you like and have points left to start on Herald.
So you only need to go on a Heart Of Thorns or Path of Fire run and be done in an hour or two for one of the specs. But in reality there is no reason to start from zero after a long break. imo GW2 is an awful game to ''start fresh'' on. The experience across the board is just more fun without the limitations of levels/traits and activities you have access to, even if you go back to low level stuff.
A lot of people do hero runs in HoT, and they get hero points. Others run from green star to green star trying to do story only to run into a barrier when their masteries aren't trained.
